There are spoilers about altars here including specific information on what some people may consider in game puzzles or quests. If you don't want to read it hit your back button now. Prelude:
Holy areas can be different in the types of rituals that work in each one. A fully functional holy area will generally have an altar in it and the majority of rituals will work. The rituals that work most commonly in partly functional holy areas are dancing, recitation, and kissing of a carving, image or statue located in the holy area. There is not usually an altar in a partly functional holy area. In some shrines, non-traditional things may act as an altar. For example, the stump in Glythtide's Garden Shrine.
Therengaria
Fornsted Keep Chapel: Fully functional to Chadatru and Hav'Roth. People who depart within the village/Keep will come back to this chapel. A bug is causing people who depart on the road and path to come back in Riverhaven or Aesry. I believe this has been corrected though. If it hasn't then REPORT and the GM's will poof your body back to where you died I think.
Therenborough chapel-Fully functional-bodies will return here after departing.
Chadatru-Theren Keep partly functional for clerics and serves at least one purpose for paladins. Update: The altar here used to give favors but has stopped working. I think because of a bug of some kind.

Urrem'tier's altar-altar kissing and washing. Visiting the Void will give devotion if it is done right, if not you die a spirit death. The Void can be visited before you are ready for the raise task and revisited after you get the raise spell. You will receive devotion from visiting the Void at these times if you don't die. The shrine is the site of a task from the Gods.

Holy water is sometimes available in the vats in the courtyard.
Note on the vats: The vats were never intended to be a never-ending supply of holy water. A long time ago, several clerics emptied vessels filled with large amounts of holy water into the vats in order to have holy water available in the guild. Since that time the water in the vats has run out. If the vats are empty it is not a bug, it just means no one has put any holy water in them lately.

Hodierna's Solace partly functional dancing, kissing the column, recitation. This shrine has two separate rooms that award devotion for certain rituals. This is a site for a task from the Gods. Bodies return here if someone departs. The Book of Hodierna has been in the Solace. The book works the same as the Book of Chadatru. Note: There are four stained glass windows here that show various aspects of Hodierna.
Glythide's Garden fully functional with a stump that functions as an altar. This is a site for a task from the Gods. Only clerics 35th circle or over can enter this area.
Ritual cleansing pool near the Moss Mey hunting area. Odd recitation area near the pool.
Leth Deriel Temple-fully functional. Bodies return here if someone departs
Forest of Night:

Note: There are quite a few statues and assorted religious things in the Forest of Night. I have not listed them here since I do not consider them major clerical material. One day I'll go through the Forest of Night and catalog them. Thanks to the late Father Risden for the tour one day.

Shard-the city
There are two temples in Shard: The Temple of Light and the Temple of Dark.
The Temple of Dark has an alcove/room for every dark aspect of each Immortal.
The Temple of Light has an arch that leads into an area for each light aspect of each Immortal. Examine the arches and the mosaics for additional information. Examine the mosaics by using the name of the animal emblem of the Immortal. For example: examine nightingale mosaic. Use the name of the Gods for the arches. For example: examine Phelim arch. Some arches have to be examined from the inside and some from the outside. I have only listed the arches/alcoves that give devotion. There are very few neutral shrines in Ilithi.

Temple of Light-Smardagus

Holy water available in fountain of the Temple of Light. Interesting note on
the fountain: To get the holy water you have to go fountain. If you look closely
at the room description, this area is almost a shrine to the One-God. It is
not devotional however.
Alduath's alcove and Eylhaar's arch are where departed people return and where favor orbs can be offered.
There is a statue to Faenella in Shard and a statue to Damaris on one of the streets. These statues are one and the same. It depicts Damaris at night and Faenella during the day.

Cold metal altar-partly functional and dangerous. Go ask the Ratha guild leader about altar and see what he has to say about it.
Phelim's temple-fully functional, moongate here which leads to another shrine to Phelim on Tasigath island.
Holy water is available at Chadatru's temple and the cleric guild. It's probably available in other places I haven't bothered to catalogue yet.
Tasigath:
Shrine to Phelim-non devotional-a moongate here connects this shrine to another shrine to Phelim on Ratha.
Hara'Jaal-
Altar that the priest protects near town-partly functional-wine, altar cleaning, altar touching and altar kissing. Departed bodies will return here. Update: Pelt offering does not work here.
Obsidian altar/shrine in the wilderness-partly functional-wine, altar cleaning, altar touching, and altar kissing. This area definitely has a dark slant to it for those of you who are attracted to the dark aspects. Departed bodies will return here. Update: Pelt offering does not work here.
M'Riss
City of Mer'Kresh
Carillon shrine with double altar-partly functional-this is where bodies come out if they depart. Update: Favors can now be obtained here. The following rituals are now working here: reciting, dancing, kissing, wine and altar touching. The Carillon bell tower had stained glass windows in it which provide additional details on various deities. A book recently added to the Mer'Kresh library about Rissan wedding customs also details some prayer rituals of the Rissans. These are not active for clerics in any way that I know of.
Jackal statue in the Carillon park is not devotional. The jackal is the symbol of Eylhaar.
Oxen sculpture-In the Carillon park there is a sculpture of oxen with offerings around them. However, this is not devotional. The ox is the symbol of Truffenyi.
On the island of M'Riss
Niche in the mountains-You can examine this niche and see an altar in it. The altar is touchable but not devotional. And you cannot go in the niche. The niche is non-functional like just about everything else in Mer'Kresh. You can look but not touch. A pity since this altar/niche is another area with a dark slant.
Pokeke beach
Shell shrine-this is where you come out when you depart. It was not devotional when I last checked it. Another altar with a dark slant to it.
Aesry:
Interesting note on Aesry, with the exception of Drogor, every shrine/altar that is dedicated to a particular diety is to a feminine aspect of one of the Immortals. The cleric guild altar and the Halasa main altar are unspecified in their consecration.
Halasa temple:
This temple is located on an island in the lake with areas dedicated to Eluned, Lemicus, and Drogor plus a ritual cleansing pool.
Eluned area in Halasa temple is partly functional. Lemicus area in Halasa temple is partly functional. Drogor area in Halasa temple is partly functional. CAUTION here though: Touching the image of the shark here will get you poisoned. You can kiss it for devotion though and not get poisoned.
The main altar in the bell tower of the Halasa temple is fully functional.
Other holy areas on Aesry:

Murrula's shrine-favor altar-partly functional, possibly fully functional
Sea cove-a ritual unique to this shrine/partly devotional
Drogor's shrine-fully functional-a ritual unique to this area.
Stones of the Cloud give devotion by touching them at the solstice for each season.
Eylhaar altar in the morgue-reverent touching.
There is an almsbox near the cemetery on the eastern side of the south second terrace.
Hodierna statue in the hospital gives devotion for kissing.
There is a shrine of some kind to Eluned on the second and third terraces that I think are supposed to connect but I can't get into it. Everything I try gets me the message: I can't find what you are referring to.
Other statues in town also give devotion. I forget exactly which ones and I haven't had a chance to check which statues yet.
Holy water in Aesry
Holy water is available in the Halasa Temple, the cleric guild, a pool in town, a fountain in one of the ondjai courtyards, and a spring off the stairs between the Sentinels and the Eluned prayer gate.
When in Aesry you might want to ask Esuin and Innu (the Aesry guildleaders) about wren, Ratha, sister(s), altar, Aesry and Emuin. They give different answers though to some of the same inquiries. And a few of those answers makes me wonder what is living in the lake that the temple guards.
